It comprises of five members (three domain-specific members and two non-domain-specific members). All research activities after July 2007 require approval by the DERC following the requirements set up by the\u00a0NUS Institutional Review Board (IRB)\u00a0and the Faculty of Arts and Social Sciences (FASS). Following the NUS IRB&#8217;s directives and the FASS Ethics Guidelines for Research with Human Subjects (2006), the DERC has two primary objectives:<\/p>\n<p>1. To assess the level of risk to human subjects in research projects of the Department&#8217;s academic staff members and students; and<\/p>\n<p>2. To make recommendations on the appropriate type of ethics review for each research project.<\/p>\n<h3>\n\t\t\tTypes of Ethics Review and Key Requirements\t<\/h3>\n\t<p>IRB&#8217;s regulations indicate three types of review depending on the level of risk to human subjects<\/p>\n1. Full Review<br \/>\n2. Expedited Review<br \/>\n3. Exemption\n<p>For further details, please refer to the NUS IRB website &#8211;\u00a0<a href=\"http:\/\/nus.edu.sg\/research\/irb\/guidelines\/sber-guidelines\">http:\/\/nus.edu.sg\/research\/irb\/guidelines\/sber-guidelines<\/a>, under the item, &#8220;Ethics Review of Student Research by DERC&#8221;.<\/p>\n<p>DERC may review the following:<\/p>\n\t<a role=\"heading\" aria-level=\"2\"><button id=\"fl-accordion--button-0\" aria-controls=\"fl-accordion--content-0\" aria-expanded=\"true\" type=\"button\">Student Research<i data-label-icon=\"fas fa-plus\" data-active-icon=\"fas fa-minus\">Collapse<\/i><\/button><\/a><p><strong>Point 2.1 of <a href=\"https:\/\/nusu.sharepoint.com\/sites\/irb\/Shared%20Documents1\/Guidelines\/DERC%20folder\/IRB-GUIDE-018%20Ethics%20Review%20of%20Student%20Research.pdf?CID=28ff44b2-f117-4cc3-8532-674d2980d8fe\" target=\"_blank\" rel=\"noopener\">IRB-Guide-018(opens in new tab)<\/a><\/strong><\/p>\n<p>2.1. The DERC may review all student research involving human subjects when:<\/p>\n<p>2.1.1. they are construed as &#8220;research&#8221;;<\/p>\n<p>2.1.2. the research is excluded from the HBRA;<\/p>\n<p>2.1.3. the students&#8217; research is of <strong>minimal risk<\/strong>;<\/p>\n<p>2.1.4. the research involves <strong>vulnerable populations and\/or deception<\/strong> (see IRB-GUIDE-020 on use of deception in research);<\/p>\n<p>2.1.5. the research involves the use of lucky draws in lieu of reimbursement for participation in the study, where the conduct of the lucky draws or research fulfill the criteria as stated in the NUS-IRB&#8217;s guidelines for lucky draws.<\/p>\n<p>2.1.6. the research is not part of a faculty member&#8217;s research project already subject to review by NUS-IRB.<\/p>\n<p>2.1.7. the research does not involve any testing of a medical device or health product as defined in the Health Products Act.<\/p>\n<p>2.1.8. the research has <strong>no funding, is self-funded, or funded by internal NUS grant\/funding<\/strong>.<\/p>\n<a role=\"heading\" aria-level=\"2\"><button id=\"fl-accordion--button-1\" aria-controls=\"fl-accordion--content-1\" aria-expanded=\"false\" type=\"button\">Faculty Research<i data-label-icon=\"fas fa-plus\" data-active-icon=\"fas fa-minus\">Expand<\/i><\/button><\/a><p><strong>Point 2.1 of <a href=\"https:\/\/nusu.sharepoint.com\/sites\/irb\/Shared%20Documents1\/Guidelines\/DERC%20folder\/IRB-GUIDE-022%20Ethics%20Review%20of%20Faculty%20Research%20by%20DERC.pdf?CID=8b99f2e6-ac75-4108-8822-6aedfc896eb9\" target=\"_blank\" rel=\"noopener\">IRB-Guide-022(opens in new tab)<\/a><\/strong><\/p>\n<p>2.1 The DERC may review all faculty research involving human subjects when:<\/p>\n<p>2.1.1. they are construed as &#8220;research&#8221;;<\/p>\n<p>2.1.2. the research is excluded from the HBRA;<\/p>\n<p>2.1.3. the faculty&#8217;s research is of <strong>minimal risk<\/strong> and <strong>qualifies for an Exemption<\/strong>;<\/p>\n<p>2.1.4. the research <strong>does not involve vulnerable populations and\/or deception<\/strong> (see IRB-GUIDE-020 on use of deception in research), <strong>or sensitive topics<\/strong>;<\/p>\n<p>2.1.5. the research involves the use of lucky draws in lieu of reimbursement for participation in the study, where the conduct of the lucky draws or research fulfill the criteria as stated in the NUS-IRB&#8217;s guidelines for lucky draws;<\/p>\n<p>2.1.6. the research does not involve any testing of a medical device or health product as defined in the Health Products Act; and<\/p>\n<p>2.1.7. the research has no funding, is self-funded, or funded by internal NUS grant\/funding.<\/p>\n<p>2.1.8. From 8 October 2024, faculty research that is <strong>externally funded by overseas academic research organizations, Singapore Government agencies, or Statutory Boards, Singapore Government-owned companies up to a grant quantum of $180,000<\/strong> can be reviewed by DERCs, provided the research also fulfils points 2.1.1 to 2.1.6 above. This is in line with the existing policy for studies funded by MOE, A*STAR, NRF or NMRC.<\/p>\n<p>2.1.8.1. For all other external grants\/ funding, such as commercial companies, please submit your applications to the NUS-IRB. If in doubt, the PI should submit the application to NUS-IRB.<\/p>\n<h3>\n\t\t\tOverview of Review Procedure\t<\/h3>\n\t<p>Based on the DERC&#8217;s two objectives and following the NUS IRB&#8217;s requirements, FASS has identified different types of research projects and has outlined the procedure that FASS Departments should follow for each type. The four most relevant types of research projects are:<\/p>\n1. Funded Research Projects (under University funding or otherwise)<br \/>\n2. Non-Funded Research Projects (by Department&#8217;s academic staff)<br \/>\n3. Graduate Student Research<br \/>\n4. Honours Theses\n<p><strong>Please refer to the\u00a0<a href=\"https:\/\/fass.nus.edu.sg\/soc\/wp-content\/uploads\/sites\/16\/2020\/11\/Flowchart-DERC.pdf\">Flowchart (DERC)<\/a>\u00a0for further details.<\/strong><\/p>\n\t<a role=\"heading\" aria-level=\"2\"><button id=\"fl-accordion--button-0\" aria-controls=\"fl-accordion--content-0\" aria-expanded=\"true\" type=\"button\">1. Funded Research Projects (under University funding or otherwise)<i data-label-icon=\"fas fa-plus\" data-active-icon=\"fas fa-minus\">Collapse<\/i><\/button><\/a><ul>\n<li>All research involving human subjects should seek IRB&#8217;s approval or exemption.\n<\/li>\n<li>Principal Investigators (PIs) may submit applications for funding first before seeking IRB&#8217;s approval or exemption.<\/li>\n<li>Consequently, if the research proposal is deemed acceptable by the Faculty Research Committee (FRC), an in-principle funding approval will be given, subject of course to IRB&#8217;s approval.\n<\/li>\n<li>PIs may seek full review, expedited review or exemption.\n<\/li>\n<li>They should also employ the internal mechanisms set by his\/her department (DERC) to assess the level of risk, following NUS IRB&#8217;s guidelines and definitions.<\/li>\n<\/ul>\n<a role=\"heading\" aria-level=\"2\"><button id=\"fl-accordion--button-1\" aria-controls=\"fl-accordion--content-1\" aria-expanded=\"false\" type=\"button\">2. Non-Funded Research Projects (by Department&#8217;s academic staff)<i data-label-icon=\"fas fa-plus\" data-active-icon=\"fas fa-minus\">Expand<\/i><\/button><\/a><ul>\n<li>All research involving human subjects should seek IRB&#8217;s approval or exemption (FASS Ethics Guidelines, 2006:3).\n<\/li>\n<li>If PI seeks an expedited review or exemption, he\/she should employ the internal mechanisms set by his\/her department (DERC) to assess the level of risk, following NUS IRB&#8217;s guidelines and definitions (FASS Ethics Guidelines, 2006:3).<\/li>\n<\/ul>\n<a role=\"heading\" aria-level=\"2\"><button id=\"fl-accordion--button-2\" aria-controls=\"fl-accordion--content-2\" aria-expanded=\"false\" type=\"button\">3. Graduate Student Research<i data-label-icon=\"fas fa-plus\" data-active-icon=\"fas fa-minus\">Expand<\/i><\/button><\/a><ul>\n<li>It is expected that graduate students should be looking to publish their research or present it at conferences. Therefore, it does count as &#8220;research&#8221; requiring ethical approval in IRB&#8217;s definition.\n<\/li>\n<li>Graduate supervisor should assess the risk level of the student research and make recommendations to the Department&#8217;s DERC.\n<\/li>\n<li>Department&#8217;s DERC to determine the project risk level and IRB review type.\n<\/li>\n<li>Department&#8217;s DERC may approve directly if (a) the research is exempted for reasons set out in IRB&#8217;s guidelines (see IRB-Guide-006); or (b) the research involves minimal or less than minimal risk.\n<\/li>\n<li>If the research involves more than minimal risk, supervisor should seek IRB&#8217;s exemption or approval on behalf of student. In this case, the supervisor will be listed as co-Principal Investigator (co-PI) in the IRB application, together with the student.<\/li>\n<\/ul>\n<a role=\"heading\" aria-level=\"2\"><button id=\"fl-accordion--button-3\" aria-controls=\"fl-accordion--content-3\" aria-expanded=\"false\" type=\"button\">4. Honours Theses<i data-label-icon=\"fas fa-plus\" data-active-icon=\"fas fa-minus\">Expand<\/i><\/button><\/a><ul>\n<li>As of November 2009, Honours students are not required to apply for DERC review provided their research is low-risk, involves non-vulnerable populations, and they have no intention to publish. If there is any risk to subjects, or vulnerable populations are involved, or the student might want to publish, DERC approval is required.\n<\/li>\n<li>The student should discuss the ethical implications of the research with the supervisor. The supervisor should assess the risk level of the student research project and make recommendations to the Department&#8217;s DERC.\n<\/li>\n<li>Department&#8217;s DERC to determine the project risk level and IRB review type where relevant.\n<\/li>\n<li>If a project intended for publication involves minimal risk or lower than minimal risk, and does not involve vulnerable populations, Department&#8217;s DERC may approve. Department&#8217;s DERC may also approve projects it decides to exempt from IRB review.\n<\/li>\n<li>If a project intended for publication involves more than minimal risk and\/or vulnerable populations, lecturer should seek IRB&#8217;s approval or exemption on behalf of student. In such cases, the supervisor will be listed in the IRB application as co-Principal Investigator (co-PI) together with the student.\n<\/li>\n<li>If the project is not intended for publication, but involves risk to subjects, or vulnerable populations, then the student should still apply for DERC review, because the Department has a responsibility to know about and approve research in this category. However, it does not require approval from IRB as well.<\/li>\n<\/ul>\n<h2>\n\t\t\tDERC Submission\t<\/h2>\n\tWith effect from <strong>25 February 2025,<\/strong> all DERC applications should be submitted via the DERC Review and Approval Management Application (DREAM).
