However, fewer people remember 16 September 1963, when Singapore merged with Malaya, Sabah, and Sarawak to form the Federation of Malaysia, a political experiment that lasted less than two years but profoundly shaped Singapore\u2019s statehood. This period has recently drawn renewed attention with the declassification of the Albatross File on 7 December 2025, revealing Cabinet papers and personal records documenting the historical negotiations and tensions.<\/p>\n<p>In <em>State Institutions, Civic Associations, and Identity Demands<\/em> (University of Michigan Press, 2024), Professor Amy Liu (University of Texas at Austin) and Associate Professor Joel Selway (Brigham Young University) compile studies on a diverse range of political movements across Southeast Asia, examining why identity-based political demands emerge in some countries but not others, and how such demands evolve into different forms of political mobilisation. The book\u2019s first chapter, \u2018State Institutions in South Malaysia: Singapore\u2019s Entry and Exit, 1963\u201365\u2019, sees Assistant Professor Elvin Ong (NUS Political Science) turn to Singapore\u2019s brief and fraught merger with Malaysia. He argues that Singapore\u2019s systematic underrepresentation within Malaysian state institutions produced political deadlock that ultimately led to an extreme outcome \u2013 separation.<\/p>\n<p>Faced with limited influence at the federal level post-merger, the Chinese-dominant People\u2019s Action Party (PAP) pursued two strategies to protect regional interests, which were inclusive of Chinese ethnic concerns. Frustrated by its limited representation at the federal level, the PAP first sought recognition as the Chinese partner within the ruling Alliance coalition. When these overtures were rebuffed, the party attempted to expand its political reach beyond Singapore by contesting elections in Malaya and forging a multiethnic opposition coalition under the banner of a \u201cMalaysian Malaysia\u201d.<\/p>\n<p>These moves, Asst Prof Ong argues, were attempts to escape what he describes as a \u201cgilded cage\u201d of institutional restrictions imposed on the party. Yet they were perceived by Malayan leaders as a direct threat to the Alliance\u2019s political dominance, cementing opposition to Singapore\u2019s continued place within the federation. While the PAP succeeded in regaining greater autonomy over Singapore\u2019s regional affairs, this came at a decisive cost. Faced with the prospect of sustained political challenge, Malayan leaders ultimately chose separation over accommodation.<\/p>\n<p>Rather than attributing Singapore\u2019s separation to ethnic demography or ideological clash alone, Asst Prof Ong shows how unequal political representation transformed manageable regional grievances into an irreversible political rupture.
